Deep clean that carpet. For two reasons, first of all to clean out the urine, and any other smells imbeded in the carpet may be being sensed by your cat? Try that.

He may smell urine from the other cat or a previous cat or dog. It may also be in response to living with the female - is the female spayed?
If replacing the carpet isn't an option, clean it thoroughly - using a steam cleaner if possible. There's a carpet cleaner called "Kids N Pets" that works well. You can also try "Odo Ban" which is a spray-on odor neutralizer - similar to Febreeze but more effective. You can use that on the carpet after it's been cleaned. You can get both products at stores like Walmart.
Also, your cat may not like sharing a litterbox, or may not like his litterbox. Is it a covered box with a hood or just the pan? Most kitties like a little privacy. If it does have a cover/hood, does the cover have a door attached? My cats had issues with the door on their box and once I removed it, they were much happier. If you only have one litterbox, you might want to consider getting another. Some cats will use one box to urinate (pee) and the other to deficate (poo).
Another thing to consider is the litter. If your cat doesn't like the litter, he won't use the box. If it tracks really bad or sticks to his feet, he may be urinating elsewhre in rebellion. The litterbox needs to be cleaned AT LEAST once a day - and more often if more than one cat is using it. Make sure there is plenty of clean litter in the box and that you clean it frequently.
Another simple solution would be to move the litterbox. Maybe he doesn't care for the location of his litterbox - is the area where his litterbox is located a finished area of the basement? Is it in an open area or a more private area? Try moving the box around the basement, and to other parts of your home.
Maybe your cat needs attention? My cats tend to do things to get my attention if I haven't been playing with them or spending enough time with them. Try spending a few extra minutes a day with him - maybe that will help.
Good luck, and please try everything you can before rehoming the cat - and don't just take it to a shelter - the shelters are overrun with animals already needing homes and unless it's a no-kill shelter, most animals die within 3-7 days if they are not rehomed. If, at last resort, you have to rehome your cat, try to find a suitable home for him and don't give him to someone who won't take care of him.

My cat used to pee on my bed when she was mad at me for something: moving, getting another cat, etc. This cat might be upset about his new environment and might just need a little extra love and attention. If he's going on the carpet AND in the litter box, that might be the problem. Don't get rid of him; get to know him!
I recommend getting rid of the carpet. He might also be peeing in the same spot because it smells like urine, which tells him 'pee here.' If you can't remove the carpet, scrub it really really well with white vinegar several times.

are the boys fixed? usally the scent is very hard to get rid of and they will continue to mark their territory. try to get the cleaner from your vet clinic. it will work the most effectively. i know you say the litter box is changed regularly, but it needs to be scooped at least twice a day and completely dumped and rinsed once a week. cats are very picky when it come to their litter boxes. so once they have started this bad habit they will continue to do it until you crack down and fix it. if they continue after all of your efforts, one or both could have a urinary track infection. (UTI) they will avoid the litter box no matter how clean it is or where it is, as they relate their pain in urinating to the litter box. take a trip to the vet. good luck! hope i helped.

Male cats do that to mark their territory. I hope he is neutered, or should be. An unneutered male is more likely to do this.
Your cat could also be pissed at you for something, like being left alone in the basement, dirty cat box or no box, a jelousy issue, like a new baby, puppy etc.

There are a lot of products that will deter your pet from doing that. But, I found that the best solutions were: black pepper and/or orange peelings. They hate those smells and will haul butt to get away from them. Or you can try to catch him and try the old "put a bunch of pennies inside a can" trick - you just shake it vigorously every time he tries it. It'll scare the crap outa hima nd he will start associating the 2 actions - so he'll hopefully avoid the behavior so he doesn't get scared again.

I know how you feel. I have 2 female cats and 1 male cat. We just got the male (Ocho is his name) and our other cats are fighting him! Last night, my backpack was out on the floor after school, and the other cats were in the path to the litter box, and Ocho had nowhere to pee. So, he peed on my backpack! Today I actually had to CARRY all of my school books to school with me......and back too!!

Keep him in a small enclosed area like the bathroom or laundry room with litter box, food, and toys, and keep the litter box clean (once daily cleaning or more). Don't let him run the house until he stops marking.

Well that seems like what they do when they have not been neutered. Try getting your vet to check it out and when they're is a special place they have peed they will go back and pee their again so make sure to spray something there that eliminates the pee odor so it doesn't smell it their that way it will stop going their.
