Your additional details suggest a mentally ill parent. If she has family members who will help intervene, getting the abusive parent(s) into a psych ward for a while might be very helpful. The best thing would be for this abusive parent to be confronted by her own family members telling her this is unacceptable and will stop now.
It might be necessary to go live with another family member. Would this person want to go into foster care, to get away from the abuse? Then, the person should call the police, or child protective services (the police can tell how to reach them), or the person should ask a school counselor or minister to intervene. They shouldn't ask a minister who believes parents have absolute right to assault their kids.
A school employee would be mandated by law to report the abuse if a student told. That can help take the responsibility for bringing the govt into the family off the child.
No matter what, she needs to know that it is wrong and, in fact, criminal, for a parent to act in that way, that she doesn't deserve to be treated like that, and that she has a right to be safe and to have decent, normal expectations applied to her growth and development.
It will be very hard for her to act because when one is abused, one comes, on some level, to accept it is deserved. It's not. And it is abuse.
Your friend has a right to live and grow in a loving, nurturing, safe environment. If she wasn't born into one, she may need to leave.

You need to contact an authority figure that you trust and can confide in, a counselor, principal or friend's parent. there will be an investigation into the abuse, don't be afraid, sometimes its best that parents get checked in on. some parents take discipline too far and cause major damage. there is no excuse for beating or spanking your child. Hopefully things will be resolved and your friend(s) can feel comfortable and safe once again. Do Not Live In Fear!!!

nobody deserves to be hurt, especially to a point where they cant walk, tell your parents or a school counselor immediatly, sometimes these situations can become so serious that it amounts to death, and knowing that you could stop her pain should be enough motivation to go tell somebody, think about it if it was you, and you were scared to tell, you wouldnt want it to go on, you would just want out, so help your friend get out

define "getting hit", spanking is ot hitting, and if that is what you are talking about then stay out of it. they probably deserve it.

if they are getting hit (lightly) for a reason to discipline, that is the way it should be. If its excessive and or for no reason, then thats a no no.
