which one is better ? lifting dumbell by 20x, 3 reps a day of 15 pounds , or dumbell by 10x ,3 reps a day of 25pds

After learning how to properly do the exercise, pick a weight which is so heavy that you cannot do 7 reps with it, but which is light enough that you can do at least 4 reps with. Do 3 sets at that weight. It doesn't matter what body part you are working, the principle is the same. Heavy stress on the muscle is what causes muscle growth.

go gain muscle mass, less reps with more weight is always a good idea. For toning up, the oppisite.

That depends on what muscle you are trying to work. Shoulders? Biceps? Chest? Triceps? What?
