I have researched the net and found nothing about your question anywhere, I called a gun collector friend of mine and asked him, he's doing some research in his books and will contact me if he finds out anything, I'll post an adendum here if he gets the info you want, I'm curious about this myself, I've never heard of these pistols before now.

I understand that the NYC Police at one time special ordered .357 Magnum revolvers from Smith & Wesson built on the Model 28 (Highway Patrol Model) frame, but with fixed, rather than adjustable rear sights. The S&W Model 28 & 27 have adjustable rear sights. I don't know how many were made or if they were issued to the NYC Port Authority Police or the NYC Municipal Police. I don't know what model designation these were given by S&W or if they were stamped NYCPD or not.

The model you are thinkling about was one of the first batch of three-digit (or second geneartion) model designation revolvers of the 1980s. it was called the model 520 and is a collectors item. The gun was made in 1980. It has been brought back but slightly different.
