As long as you have a photo editing program (Photoshop, or ArcSoft Photo Impression - what I use) it's pretty simple but takes a little practice to make it look right.

First, open your picture in the program. Click on the "edit" tab. Then you go to "effects" and change the pic to b&w. Next, go to "retouch" and choose your color for the eyes. Zoom in on the picture until the eye is large enough that you can color it in well (about 300% usually does it for me, depending on the picture size). Take the paintbrush tool and move the opacity (translucency of the color) to about half way down or a little more, so you can still see the detail of the eye once you add the color. Then simply color in the iris (leave the retna black or it will usually look funny). If you can't see the detail in the eye when you start coloring it in, move the opacity down some more, until you reach your desired effect.

In a photo editing program select the eyes. Invert the selection so that only the eyes are unselected. Desaturate everything selected so there is only monochrome. The eyes, as they are not selected, keep their colour. You can also play with the eye colour before inverting the selection
