If you're not sure you should have your vet look at him. Cold weather does not cause colds. A virus does. Cats immune systems are much stronger than ours so it's unlikely that he even has a cold and something else is bothering him.

DO NOT give your cat the same homeopathic medications humans can get at the store without first consulting your veterinarian. Some homeopathic supplements can be VERY harmful. Homeopathic DOES NOT mean safe! These items have NOT be tested or regulated by the FDA and some effects are unknown!
Sneezing, ocular discharge, etc in cats can be due to many things - an upper respiratory infection that responds to antibiotics, a virus (herpes, calicivirus, etc) or other diseases such a chlamydia (which cats can get from birds).
If the sneezing and other symptoms tend to come and go without treatment, it's possible your cat is a virus carrier. There are different supplements you can give to help boost the immune system. These supplement you would most likely get from your veterinarian. They are interferon F2Alpha and Lysine. The interferon mostly is dispensed as a liquid you give by mouth that absorbs in the mucosa. The lysine is usually a get you put on their food.
If anything, ask your veterinarian what is safe to give your pet.

There are two types of herpes simplex virus: HSV-1 and HSV-2. Both virus types can cause sores around the mouth (herpes labialis) and on the genitals (genital herpes). Cold sores are caused by the herpes simplex virus (HSV).
Cold sores sometimes called fever blisters, are groups of small blisters on the lip and around the mouth. The skin around the blisters is often red, swollen, and sore. The blisters may break open, leak a clear fluid, and then scab over after a few days. They usually heal in several days to 2 weeks.
The herpes simplex virus usually enters the body through a break in the skin around or inside the mouth. It is usually spread when a person touches a cold sore or touches infected fluid—such as from sharing eating utensils or razors, kissing an infected person, or touching that person's saliva. A parent who has a cold sore often spreads the infection to his or her child in this way. Cold sores can also be spread to other areas of the body.

try mixing up some echinacea in some yogurt and tuna for your kitty. it's delicious and the probiotics in the yogurt help boost his or her immune system, as does the echinacea. when they have colds, their sense of smell suffers and they don't want to eat anymore. Warm liquids also help. Try putting your kitty in the bathroom with you while you shower. The steam clears up their breathing some and will help out with the cold symptoms. If it doesn't get better, take your kitty to a vet.

For the most part you can give cats the same homeopathic meds as humans. (Just no alcohol in them!) Most health food stores or other types of stores that sell homeo products will have lines of meds for animals, but again try to find one that doesn't use alcohol as its base.
We usually use something like echynasia (forgive spelling) in the water.

We have a holistic vet for our kittens. They offer homeopathic meds, as well as accupuncture, but they also treat them with antibiotics and other traditional meds as needed.
You might have a general directory of holistic practitioners in your area, that lists vets as well as others. I wouldn't try treating my cat with human meds at all, unless the vet prescribed it.

Cats don't get "colds" as humans do. Cats do suffer from allergies and from viruses, particularly the herpes virus. It would be best to have him/her checked by your veterinarian for a correct diagnosis.
