probably for the same reason that 4 registered sex offenders can live 2 blocks away from an elementary school. we live in a messed up world

because statistically CHAR"ED sex offenders are middle and lower class while checks have to do with banking, finance, money and THAT is of greatest interest to the RICH... and 90% plus of all political offices are filled by RICH LAWYERS.
Note that our founding fathers (all republicans, democrats and whigs) 225 years ago are all RICH LAWYERS and their private club is the same today as it was 2 centuries ago.

Our legal system has become so corrupt that if you have the money to buy a really snaky lawyer, you can get a light sentence. If you have to even go to jail.

because the check is a serious crime after all it is stealing from a bank...but a sex offender is only stealing a child's innocence no big deal

It is because check forgery is a federal crime and sex offense is a state crime. Federals give harsher sentences than those of states.
