That character is 申 "shen" in Mandarin, pronounced as the English word "shun", and means: to state/express/instruct,/surname, and if you combine it with the character "shi" 示 it becomes "shen" (the same pronounciation "shun") 神 for "god/deity". And judging from the picture, I should say, the meaning of the symbol "shen" is not a surname but an abbreviation of the word "shen" for "god/goddess/deity"
Actually in the most ancient character found on the turtle shell, called Jia Gu Wen, around 3500 years old or during the time of Shang Dynasty, the second dynasty of China, the character is originally a pair of hands picking up one person represented by that vertical line in the middle. In other words, "the first person was made by God, who picked him up from the ground."
This is amazingly in harmony with the word "to create" 造 which consists of the components "earth" + "breath" + "mouth" + "moving/walking". In other words when the first man, Adam was created, God took "earth", put the "breath of life" into it, using His "mouth", and Adam became a living being, who can "walk/move" right away.

Also in the word traditional word for "yuan", (garden) it consists of "earth" + "mouth" + "one person" + "second person" coming from the side of the first person, and then surrounded by four lines as frame or borders of the garden. In other words this is a description of how God created Adam and then put him in the garden of Eden, and took a rib from his side and create another person, that is Eve.

this caracter is shen 申 and can mean : surname / 3-5 p.m. / 9th earthly branch / extend / to state / to explain. So here maybe a surname.
