1. Partly denial. Denying ones owns faults reduces cognitive dissonance.
2. Partly rationalizing: that others' failures are worse than our own, in an attempt to make one feel better.
3. Partly this: Fundamental Attribution Error
http://en.wikipedia.org/wiki/Fundamental_attribution_error
and Group Attribution Error
http://en.wikipedia.org/wiki/Group_attribution_error
Attribution was first written in the Book of Job, where Job's friends judged his motives. Job 22:1-5. Eliphaz the Temanite were later rebuked by God for their attribution of Job's problems being due to his failures. The whole book is interesting if read in conjuction with studying Attribution Theory.
Also, 1 Corinthians speaks about attribution regarding men's motives.
1Co 4:5 - Therefore judge nothing before the appointed time; wait till the Lord comes. He will bring to light what is hidden in darkness and will expose the motives of men's hearts. At that time each will receive his praise from God.
4. Partly this:
It seems ok for a congregation to judge the actions of those within the congregation, however, non-believers should not be judged if they do not know better. (See 1 Corinthians 5:9-13).

NIV 1 Corinthians 5:9-13
9 I have written you in my letter not to associate with sexually immoral people-- 10 not at all meaning the people of this world who are immoral, or the greedy and swindlers, or idolaters. In that case you would have to leave this world. 11 But now I am writing you that you must not associate with anyone who calls himself a brother but is sexually immoral or greedy, an idolater or a slanderer, a drunkard or a swindler. With such a man do not even eat. 12 What business is it of mine to judge those outside the church? Are you not to judge those inside? 13 God will judge those outside. "Expel the wicked man from among you."

I think maybe they feel they are better than those they judge. A matter of feeling self-important? They think they are more intelligent & knowlegeable than everyone else. As for me? I am not better than anyone, and they are not better than me. But I do think I am more open-minded than most. I don't believe my religion is the only right path, I don't believe there is such a thing. I am happy with what I believe But if you believe yours is the only right one, that is OK, that is your right. Please don't try to push it on me!
Now. I wonder how many will judge me with a thumbs down?

Because in judging others we can hide our own sin from ourself. Jesus said to take the beam out of our own eye and then we can see to help take the speck out of our brother's eye.

Human nature. It's our JOB. Gosh, I thought you would get that. Hah, just kidding. But you get my point? We can't really help it. It's how our brain is wired.
