I'm 15 and what to know if vibrato can still come naturally if and when my voice matures, and when does your voice usually mature fully? Oh, and can it be learned or are you just born with it?

Question one, voice maturity:

In general the higer your voice, within your gender, the earlier it matures.

Soprano's & Tenors - early to mid 20s to early 30s
Altos & Baritones - mid to late 20s to early to mid 30s
Contraltos & Basses - late 20s to late 30s

It also depends upon your voice "type". Light/spinto voices mature earlier than heavy/dramatic voices. And average/lyric voices are somewhere in the middle.

Adult voices start to mature slightly before puberty - the most obvious being the male voice, althout women's voices also change (our voices just don't crack the way some men's do).

Question two, vibrato:

A true, authentic adult vibrato can appear at any time between puberty and the grave. It has more to do with technique than maturity. The most common vibrato mistake is to fake it by moving your chin, jaw, neck, lips, etc. There are some professionals out there who fake it - and it's a shame that they didn't take the time to do ti correctly. Their voices would sound much better. If you don't have a vibrato, find a voice teacher who can help coax it out of you without having you pick up nasty habits. In fact, most "absent" vibratos are due to bad singing habits that need to be unlearned.

Vibrato is naturally present in the human voice, and is used to add expression and vocal-like qualities to instrumental notes.
But when ur voice matures the frequency of ur vibrato can change.Practise harder.Then ur voice will get trained.In our classical music in my country the frequency is just present in u.We just train with that frequency.So if ur frequency of vibrato is somewhat low now there is a chance for it to imrove when ur voice matures

As per my voice teacher, 28 is a pretty normal age at which one's voice is done changing.

Everyone can develope vibrato, but the key word is "develope"; if you have a voice teacher, keep working with him/her. If not, get one. Try www.nats.org or ask the choir director at your school.

Your voice probably won't completely develop until your twenties. Whenever you are physically an adult (i.e. you are through puberty) For men, it is generally a little later than women, because men take longer to grow, so it generally takes longer to train the male voice.

Your voice usually is done maturing around age 15 so you're probably okay! most people can use vibrato even after their voice matures anyway, so you have nothing to worry about.

well it doesn't fully mature untill your twenty's

It depends on the person.Though I think it can be learned.It all depends on you.
