Any religion for that matter has their own dogma in order to establish a firm belief and hold to its members. Religion begins with small group of organizers starting with loose regulations to make them appealing. Then, the moment they have gathered enough to sustain their strength, they start creating a dogma that becomes a way to make it hard to leave. With this they start putting fear and guilt to every thing you do which will be against their teachings. Oftentimes, that dogma pertains to a certain old tribal or nation's tradition that can easily be believed to be right or true. Through ignorance specially from the tribes that lives on remote and rural areas, it becomes easy to inculcate religious dogma.

Islam is BOTH a religion AND a political system. It is unlawful and heretical to separate them. (Read up on Shiria Law on the WWW).
Those who are NOT dogmatic are not considered by mainline Muslims to be faithful to their teaching in the Qur'an and the teaching of the Imams....as well as the example of Muhammed.
