I'll define it as being able to have an American Embassy there with a contingent of soldiers, none of which are ever killed in the future. That means we need a totally secure embassy installation that is wholly supported by helicopter supply operations and defended by our Air Force. This would be much like the way the Allies supported their bases in Berlin after World War II.

To bad Bush never answers this! I don't think they knew what "victory" would be when they started this war.

To me victory in Iraq would be when the citizens of Iraq stop living in a place where the might die while sitting in their homes!
Victory in Iraq to me means getting our kids out of there!
To say a non-corrupt government is Victory is interesting! Look at our government! The last two presidential elections were corrupt! Companies like Haliburton & Titan are stealing money from us, because of their insiders IN our government!
I think we need to clean up OUR government before we start forcing our beliefs on other people!

A Democratic or Republic government in Iraq. That has happened.

A trained and functioning police and military. The Iraqi president said that would be accomplished in June 2007.

The finishing of the infrastucture projects of which in August 2006, there wass just 15% more to do.

The handing over Iraq's providences to Iraq. Already three of 18 were handed over, but supposably Iraq's government should be in control of half the country.

I asked this question the other day myself... it's an interesting situation...

I personally don't think that Iraq will ever be "terror free," much like Israel is attacked now and then, I fear Iraq will be in the same situation...

it's a clash of religion and that just doesn't go away overnight...

so if that's how you define victory, it's going to take a long, long time...

The present government stands up. Ordinary Iraqis have at least as good a life as under Saddam. We maintain good relations. Us troops leave. We are not shut off from Iraqi oil. The whole Arab world does not hold us in contempt.
Iraq is a ally.
I don't think that many or maybe any of these will come true. Bush understands too little: he has the confidence of the very ignorant and arrogant.

Victory could be claimed if Iraq becomes a territory under US rule.

There can be no victory there as our actions have created what we sought to get rid of. Was Al Qaida there before we were: NO. Have we killed more civillians that Saddam: YES.

It's time to pack up and leave for good!!!

wrong question the real question is how many dead american soldier before you admit you lost and leave Iraq
