A lessening of the Muslim state and a rising of a country. Unfortunately, the Mullahs run around raising ppls tempers, they get the most hardened and militaristic followers riled up, oft-handedly mention a passing military target, and kaboom! What they need is to learn respect, for everybody.

What's more important is how our president and congress defines it. So far, they have NOT.

Watch, you will get a lot of answers that say "stay the course", "don't let the terrorists win", "make democracy work there", and "don't cut & run". These are NOT defintions of victory. But you will get them as answers.

Good question...I believe when the Iraqi government says they will take over any duties that the current U.S. Military is doing in Iraq. They are still setting up a government, so when they believe their government is in tact enough and their army is strong enough to hold the insurgents and terrorists then I believe victory will have occured.
You know the U.S. went through a civil war and building a government and it took them over 100 years to get settled, so it will take a while. Additionally we did not have insurgents in our country so it makes it more difficult for the Iraqi government and the U.S. to help them occupy it.
Guaranteed our liberal media in our world will never settle for victory they want failure.
