It would really depend on how she carries herself. Confidence is a big key for most fellas. Independence and honesty about who she is is a key factor as well.

i would sit next to her, make sure she has noticed me, and just smile. if she returned the smile, i would introduce myself, and ask her if she was busy. if she said no, i would ask her if she wanted to grab some ice cream or something. if she said yes, i would leave her my number and ask her to call me when she wasn't. after that, i would casually walk away, looking over my shoulder at her just once... just to let her know i'm serious.
