Caesar was the Roman King in Israel at the time.
But the Pharisee's didn't want to accept Jesus as the King, the Messiah, because they wanted a king that would be a great leader and help them overthrow the Roman rule.Jesus wasn't that type of King so they rejected Him.

Caesar was the king, Israel was under the rule of Rome.
When the rulers of the Sanhedrin took Jesus to Pilot, they said that this man claims to be king.
We acknowledge no one as king but Caesar.
That was intended to put the rulers in good stead with Pilot.

It was a direct response to Pilate's question to them if Jesus was their King - challenged to respond, yet blinded by rage, they instead chose to form their answer in such a way as to challenge Pilate's allegiance to Rome if he chose to release Christ (as he was inclined to do, as he repeatedly states that he finds no guilt in Jesus - three times)...as well as denying their recognition of Christ's authority.
But they end up blaspheming against their God - Jehovah was their rightful King - not the oppressive Caesar and the Roman military regime that kept their foot upon the necks of the Jews.
