My new neighbors leave their dog tied up outside all day. It is barking constantly for hours. I feel bad for this poor thing. It's cold out (not freezing). I thought about giving the dog a toy or treat, but it is a large german shepherd - and frankly I'm kind of scared of it. It's not really the barking that bothers me (I'm normally at work anyway). I don't have any dogs myself so I don't know if this is humane for the dog. If I bring it up to the neighbors, I don't want them to think I'm complaining about the barking or accusing them of treating their dog badly. I just would like to know from other dog owners if I should just ignore the barking or if this is a serious problem.

Before calling animal control, does he have adequate food/water/shelter?

IF he does not, then call animal control. Take pictures and video if needed.

If he does, then the only thing that animal control can do is stop by and check it out, they probably won't do anything.

I would call the local police dept for your township. Look up the number (do NOT call 911) and explain to them that there is a dog in your neighbors yard that they neglect and that you wish to report it. Also, tell them that the dog constantly barks because that violates a noise regulation. They'll either be forced to keep the dog inside, give it to someone else, or they might just get a shock collar for when it barks. But if they find that the dog is neglected, there are certain steps they'll have to take if they want to be able to keep the dog. Also, they will be checked up on to make sure they're keeping up with the things they are supposed to be doing. But I would tell the cops and they'll call the ASPCA for you as they see fit, and also try to get the noise situation under control.

If it's just the barking that is an issue for you (which doesn't sound like the case, but) I would just go to the butcher and get one of those mondo-huge cow bones with some meat scraps on it to chew on. If you're afraid of it, just chuck it over the fence, trying to get the bone as close to the dog as possible.
But, I think it is inhumane to tie up an animal during the day. I had a cousin that did that. They had a dog, and kept it chained 24/7 and never played with it or walked it or anything. I went over to their house in the middle of the night and unchained him and took him to the humane society...it was probably as illegal as hell, but my cousin didn't even care enough to put up "lost dog" posters or call the shelters to see if anybody had found him. I sincerely hope that he went to a much better home.
In the meantime, call the Humane Society in your county and ask them about it...they will probably suggest calling the ASPCA, so if you can find THAT phone number, just skip the Humane Society. Ask them what the laws are. Depending on how awful the situation, they may come and investigate, and possibly remove the dog from your neighbor's "care", and your neighbors may have charges pressed against them.

I work at an Animal Shelter so if you go to one that is close by to you or call, they will be able to send what is called a bark package to your neighbor. Your info will not be given out but the packet tells what someone can do to make there dog/s stop barking.

First of all the dog should not be tied outside for all this time!!! Does he have shelter to go into if it rains or snows??? If not this is a form of animal abuse. You should call it to their attention, and let them know that the dog is barking all the time. If they are working and letting it outside all day, they might not be aware that the dog is doing this. They should be told about it.

I used to live behind someone who had their dog chained to a tree all day (and night, I assume). Then next to me, was a Rottweiler, chained to a post in the ground, who acted very aggressive, but in fact, he was really just scared.
I always threw dog biscuits over the fences for them, and sometimes I'd throw some chew-treats over. No bones though, since their owners didn't pay any attention to them, no one would know if they ended up choking. I didn't want that.

i have a husky who has serious seperation issues (luckily i am a stay at home mom ) we very seldom leave her alone but on occasion we have to. Our neighbors told us that when we leave her she cries , i felt bad as we can't leave her in the house or kennel ( in the house she destroys everything and she got out of 2 different types of kennels) we tried both several times but then the neighbors asked if it was ok that if she is crying that they came and gave her a treat and talked to her a bit. I would say maybe go over and try to talk to the owners it really helped my dog just to have them come over now and then to talk to her

i think the dog is just scared because he dont know the now home that he is in now. So try some dog biscuits. if that dont work try some toys for dogs. hope that will help you.

call the police and say this animal isnt being treated that well and it's disturbing the peace.
