My guess would be that there isn't a Buddhist group placing copies of the Tipitaka in hotel rooms. The Gideons, a Christian organization, is responsible for placing the free Bibles you often find in hotel rooms. Maybe you could start up a new group.

The Bibles that you find in hotel rooms are donated, usually by the Gideon's International.

If you want other religious texts in there, pony up the money, and donate them.
