So, this guy follows me around at school. And i constantly catch him staring at me, everday for long periods of time. And now his friends started acting really weird around me. Does it sound like he likes me?

it does sound like he likes you. A LOT. do his friends talk to u or try to find things out about u? if so, they might be getting info for him because he is shy. just write him a note one day asking if he likes u, but don't be demanding. put u don't have to answer on it too. if he doesn't answer he does, if he says no and is shy possibly.

Assuming he isn't crazy and/or doesn't think about doing crazy things to you.... I would say yes. Why would he spend his time doing so?
As for his friends acting weird around you... I have no comment.

You must also be staring at him otherwise how would you know he's staring at you. If you too like him, kick start the relationship. as for his friends, just ignore them. They are boys' play!

that could mean two things that could mean two things
1.he likes you and his friends like you tooo?
2. you did something really mean to him and his friends and he wants to get back at you.
