well, when you and the girl you like start spending time with each other and you get to know one another, thats when the ice is broken. when the mood is right, you'll know. she'll scoot closer to you or nudge you. basically wanting you to touch or cuddle with her. then, while cuddling or holding her, just talk to each other. whisper sweet nothings in each other's ears. and when you look at each other, always make eye contact first, then, if she looks at your lips, then your eyes, she basically just said "kiss me, right now". then go for it. slowly, of course. dont ravage her or anything. just go with the flow. trust me, things will get hot and heavy if you let each other know by the way you kiss or feel each other. trust me, she will let you know by the way she hints towards things. girls are good at hinting, very good. if she's not comfortable with something, she'll let you know as well. hope this helps.

if she touches you a lot for when she dosent' need to in getting your attention.
example: she touches your leg when she turns her head to talk to you or perhaps your arm and keeps her hand there longer then need be.
it's a type of flirting
when you speak she listens to you first and not the other people around her
she smiles and laughs at all of your jokes
all signs she is interested
you in response: make long eye contact but don't over do it.
if your close to her face, when talking flirtfully
you can smile and kinda look at her lips and eyes. That's you saying I want to kiss you
it's all body signs and being comfortable with yourself

The best thing to do is watch her body language. If she is in to you, she will lean in close and "be near" you. This is how I met my wife. A nice close hug is one of the most special things a girl will value from you.
The most important thing is to respect her. If she starts to make out and then wants to stop, stop. If she trusts you and respects you, you will truly be a man.

It really helps if you or she or both of you are plastered... but, if you are as young as you sound, then most of the girls around you are just as horny as you are... just ask them if they want to fool around. If you don't look like the elephant man, they will probably say yes...
