My cats love acrylic crochet afghans, they love the texture. If you knit or crochet, whip up a square for a "blankie". Just plain knitting every row, or double crochet, shouldn't take you any time and super cheap. 24 inches square or larger.
I have also made cat beds that I cut up from an old polyester-filled worn-out comforter. My cats LOVE them. I got four cat beds out of one double comforter. Directions:
Cut rounds 14-16 inches, as many as you can from the comforter, all the same size Read on, don't use up all the material yet. Two rounds for each cat bed.
Make strips about six inches wide. Piece together as needed.
Stitch a length of the strip to a round, right side together. Trim excess and you can hand-stitch the edges of the strip now or later.
Take that round and put a second round on top, right sides together again (the "wall" is inside). Now stitch almost all around.
Turn inside out, fold the wall over and hand-stitch in place, and hand stitch up the raw edges, turning over a bit to create a pretty good finish.
They can be pretty "rough" as far as the stitching goes, but your kitty will love it and they are basically free and easily washed.

I'm not one to suggest catnip. It makes my cats vomit, even though they love the stuff. All my cats are declawed, so I wouldn't suggest a scratching post. Besides, if she's elderly, she probably doesn't get into that very much anyway. I think that your idea about something for her to lie on is great. Some of the pet stores make the coolest little cat beds. There is even one made of the memory foam stuff. My cats loves sleeping on our memory foam bed -- so I know at least one cat that likes that material. It's not a good idea to give her very many "treats" at her age. If her digestive system isn't used to cat treats, she will probably vomit.

The greatest gift you can give to an aged cat is a warm lap to curl up on and a helpful hand to scratch or massage those "sweet spots" behnd and under the ears, under the chin, and on top of the head.
If you really want to make your boyfriend's cat a gift, find a cardboard box that's only slightly larger than she is, and line it with old towels that can be easily washed. Cats love to curl up in boxes that are snug, and they don't need anything fancy. (Old towels are good to use because they're soft and easy to wash. A cardboard box is fine and can be replaced if it gets torn or saggy.)

Cat Treats - my cats like "temptastions" = but they make all different kinds....... you could get him a soft cat brush, a piece of sheepskin for the cat to lay on, you could buy a months supply of the brand of cat food the guy feeds the cat.......you could get a cat bed too..............

You could make her a blanket or something. They love Catnip and she might just get perky for a bit. I get our cat catnip and let him just enjoy himself.
