I agree with angel on the sun and with Prof.Lee, but would like to add one more possible meaning (number 4):

- The English word is "cartel", and it means:

1) an association in which producers of a similar or identical product limit supply in order to manipulate prices and hence make more profit. By joining together in this way, they obtain a kind of monopoly over the sale of the product instead of competing against each other for market share. The best known example of such a cartel is probably the Organization of Petroleum Exporting Countries (OPEC).

2) a coalition of political or special-interest groups with a common cause, such as to encourage the passage of a certain law.

3) a written agreement between countries at war, especially for the exchange of prisoners.

4) a written challenge to a duel

It derives from the Italian word "carta" (plus the diminutive "-ello"), letter of defiance.

There is no such thing as "kartel", but if you meant "cartel", then it is a written official agreement between governments, especially during war, as for instance the exchange of prisoners. It can also mean monopoly, syndicate, or trust., meaning an international combination of independent enterprises in the same branch of production, aiming at a monopolistic control of the market by means of weakening or eleminating competition.
