could/should we install tracking devices in US military uniforms, flack jackets etc. to maybe help track stolen equipment and maybe track terrorist/murder suspects?

this would pertain only to overseas operations.

Bad idea. If we can track the devices in the uniforms, then so can the enemy -- there goes the element of surprise!

This is a tricky question, because although the enemy may be able to develop technology capable of finding our troops it would be a huge advantage for our commanders. Most commanders will agree that 2 things are important in batte- where is the enemy?, and where are my troops? If our commanders could always know where their troops were, they could command more effectively and with less blue-on-blue(friendly fire). After all, during Operation Desert Storm, most american casualties came from friendly fire- and if you know that the person in the distance is friendly your not going to shoot him. And yes, we can equip our uniforms with tracking technology, the army has already started with its "21st century warrior" program.

Give them a cellphone,We already are tracked and graphed on where, when, and how long were on our phones,(this tells them the ideal spots to put up more towers)I'm sure the gov taps into that info when needed,I'm not sure if all those convo's are monitered for content though.

I think its a great idea for soldiers who are in combat. this will help us track those that are missing. The device should be verifiable removed however when they separate from the service. I think its a great idea for equipment.
