The only way to do this would be to have it professionally done. They will need to take out the perioxide, condition your hair and then re-color it. After you do it this way, then you can do it yourself. If you put color over peroxide, it will be a green color AND dry your hair to the point it will break.

The best thing to do is go to a salon for a free consultation.
You will have to have a complete colour change and it is very drastic (i know i did it to myself).
The process is quite long as they have to pre-colour you have with a red/orange colour to put the pigment back in to your hair then colour over the top with the required colour.
Expect it to be darker than you want, it won't be but it will appear that way until you get used to it.
Another way is to have low-lights put in to disguise your blonde growing out. You would need to put in a matching blonde(root only) and then a couple of browns, it will have a softer look but if you don't like it dark then a complete colour change is very if not impossible to reverse so be sure that you want to do it.

I did this a couple of months ago and it turned out really nice.
You need to make sure you have it done at the hairdressers, if you do it at home you could turn green!!
Pick the brown colour you want and the hair dresser will slightly add some red tones. Your hair wont look red, this is just to stop it going green.
It will probably fade really quickly tho, but the second time you have it done it will hold the colour really well.
Good luck.

why did you think you needed to be a blonde. I don't get people that color their hair; like you said, it's a never ending thing with the issue of roots~~~~~~

Go with a soft shade of brown.. or whatever is closer to your natural so when it grows in you wont be able to notice it as much. Just don't go very dramatic... slowly work your way darker.
