I wasn't going to say anything, but J from O's answer is so offensive, it pissed me off beyond belief.
If you want a relationship, first you have to be friends with someone. Friendship is the basis for any friendship, so a strong friendship is extremely important. After you're good friends - and don't rush anything! - think about how much you like them, and if you're ready to start dating. But remember, everyone has their whole life ahead of them, and you don't want to make a mistake you'll regret for the rest of it. So never, NEVER rush into anything, and if the guy only wants sex - get rid of him as fast as you can. Any guy who doesn't respect you for a person and for your mind is an asshole.

well if you had a certain someone in mind, approach them, ask them how they are, and if they'd like to hang out sometime! (insert appropriate date/activity). once you know eachother better you can evaluate the status/nature of your relationship--what it is, and where it's going!
