The label “born again” is really just Christian pop culture. Jesus was giving a rhetorical answer to the question “how do I enter the kingdom of heaven” by saying “you need to be born again.” Basically, saying you can’t without God’s intervention making you an entirely new creation. In other words, you can't but God can. You didn't choose the day of your birth and you won't enter heaven on your own either.

It's a term used in Evangelical Christianity. It usually describes a moment when a person experiences Christ in their life. Often, in these sects, it is considered that a person is not a full "member" until they are born again. And no, you don't get a new birth certificate.

Yep...Jesus has a Big Book where all the New Birth Certificates are registered. The angels refer to it as "The Book of Life".
