Tavultesoft Keyman keyboard manager does just that. It's programmed to type in Unicode. The sucky part is you will have to memorize the keyboard, but that's only a minor setback. The Tavultesoft Keyman can also type in many other non-Latin texts. Check out their website for further information.

If you have Windows, go to:
Control Panel >
Date, time, Language and Regional Options >
Add Other Languages >
Details >
Add>
Find Russian in drop-down Menu >

Click OK and you should see a box with EN in your icon toolbar (down by where your clock is, etc). Click on it and choose RU to change the keyboard to Russian. You will have to memorize where the Russian letters are since the layout is completely different (or draw yourself a map and keep it by your computer), or else you can get some Cyrillic keyboard stickers for like $2 on eBay. Good luck!

try using a transliterator (like translit.ru). This allows you to type phonetic sounds with latin keyboard but the output will be in cyrillic.
