First off, sometimes people can be too jealous about their "mate" and see things to be what they are not.
I would first check yourself to be sure your not just over reacting a bit.
Then if you are still sure she has eyes for your guy, then talk to her.Tell her that you don't really like the way she acts around him.Just don't get all fired up right away and lash out at her. Just be calm and show her that you are concerned about it and don't want her doing that with him.
If she is a true friend she will see that its hurting you and quit and probably apologize to you for it.
Just remember, you catch more bee's with honey than vinegar. (means always better to approach with the heart instead of anger)

Talk to him about it and see if it bothers him as well if it does then let him handle her. You could let her know that this upsets you but the most important thing is not to be jealous. You should be able to trust him and leave him to handle it. If he tells her to knock it off and she doesnt respect that then you have every right to start drama w/her. Take it one step at a time and try not burning any bridges unless its unpreventable.

It is not problem.He is only boyfriend but not spouse.I will select my spouse who may love me first of all spiritually and then physically.A person who will love me spiritually never be flirted.

i've done it before ... alot. I can't help myself. They just yell at me then their bf calls me later to say he's sorry his gf is such a crazy. Then we hook up. So ummm don't make a scene. Pull her away and call her out for what she's doing.
