Depends on local law. But in general it seems you can't while it's still on private property, but as soon as it's put on the public roadway for collection you can do your dumpster diving....

I do remember that trash is still considered private property until it arrives at its final destination, usually a trash dump.
I have heard of police who go into trouble for rooting around in a suspect's trash without probable cause or a warrent.
I also remember hearing about people a few years ago who got busted raiding recycle bins for aluminum cans. They were going thru the neighborhoods and getting the cans to sell for scrap. The neighborhood people were upset because they did not want them sold, they were wanting them given to the recycle center. The people taking the cans argued that the people were throwing them away and therefore they could be taken. However, it was viewed that the trash can was private property and thus its contents were private property.

I would say that it would depend on what you did with the trash more so than actually taken someone else's trash. If you took the trash in search of information on the owner then I would say that would definitely be crossing a line drawn in the legal sand. Identity theft is ramped and all over the place now. So if someone is suspicious of others taken their trash other than their regular sanitary worker then I would say they have a right to know who is take their trash and why.

I was with someone today and a guy game over to the guy I was with flashed a badge and said you can't take some else's garbage, he flashed the badge real fast that you couldn't tell if it was real or fake and he was wearing a volunteer fire department shirt, so it was not a police officer and he said you take someone's trash it is 100 dollar fine. This is in Clarion, PA. Then the guy walked away when we walked away.

No. Once it has been discarded as trash it is fair game. This tactic is often used by law enforcement to obtain DNA samples without a warrant.

Nope. That's why you have to be careful and shred any forms that might have financial info, personal info, etc on it.
I live in a major city and we have many garbage pickers...its a city ordanance not to GARBAGE Pick but they still do it...
