Orgasms in a male are designed to ejaculate semen efficiently. Once that's been done, there's nothing more to ejaculate for some time.
Not all females orgasm and only rather masculine females ejaculate. Female orgasms don't serve any obvious reproductive purpose and are usually weaker than male orgasms so it's not surprising that they can often be repeated relatively quickly.
Males who can cycle orgasms very quickly can probably do so because the first one wasn't as powerful as that of some other males.

I have them. in fact, each time I orgasm, I simply get harder (and bigger) after the second time until it actually hurts after a few times.
my record was 13 times in an afternoon - recently, I had three from some good oral and a handjob. it all depends upon how well I am serviced, I guess. I find that if whomever is doing it, delays the stimulation for a minute or so that I easily get worked up much sooner and easier, but that is just me. I can self-manage multiples with no problem, but for some reason, it's much more difficult for others to do the same. I guess it takes knowing what you like and how you like it.

They can, you have to separate the orgasm itself from the ejaculation. Read a book on Tantric Sex for more information and get working those PCG muscles.

If you are referring to that back to back to back orgasms that women have. The ones that only have a couple of minutes in between them, it is because women are blessed with that ability and we are not.
