If you really want the best then you need to look at professional tools such as Final Cut Pro (Mac only) or an Avid system. These are top of the line editing systems. If you're talking about consumer-level limited software, then Adobe Premiere is decent, but costly and not as feature-rich as the two I just mentioned. Then there's iMovie and a simple search will turn up hundreds of other apps for Windows and Mac.

To NNY: After Effects is not an editing program. It's a compositing program that is to work with an editing program.
