Try taking a squirt bottle with you that has a little bit of vinegar in it. I learned that in my training class. It works for a lot of other things too ie: getting into the trash, barking at neighbors when walking other dogs, etc..

What the dog whisperer does is to put a choke chain on and to give an attention-getting yank or a bump with your foot on their butt whenever they bark. You want to make them pay attention to YOU, so reward that. Soon give them the yank or kick if they even look towards the other dog or person.
He did this with a bulldog who went ballistic at skateboards, and of course by the end of the show he had this kids skateboarding by within inches of the dog. Whenever the dog looked at them he'd get a yank on the chain. Maybe one day just stand out in front of your place with 1 of the dogs at a time, so they don't egg each other on, and just try this as everyone in the neighborhood walks by. Good luck.

You must help your dogses to feel safe again! You must be the natural leader of the pack ALL the time. When you take them out walking you should try to step infront of the dogses when you meet other people and dogses. Dont give them any attention until they are calm again, always remember to praise your dogses when they do the right thing, not when they do the wrong one. That will only make their habit of barking and growling stronger. Tell them no in a calm voice and walk on by. Be a strong and CALM leader, show them that you are in control and that your job is to lead the pack and keep them safe. Think of them as wolwes, not people...
Remember NEVER EVER hit your dogses! They will remember always... They will fear your hand, not love it!

Watch that "Dog Whisperer" show. When he walks dogs outside that do that like yours. He jerks the leash just enough to get their attention and makes this "psst" sound with his mouth. It gets the dogs attention. Then they stop. The water is a good idea too.

Dogs don't like rolled up newspaper at all! If you carry a rolled up nespaper with you they may settle down! You might need to actually hit them softly! If that doesn't work, take them to a dog trainer!

basically make useful once you do see the neighbor you enable her or him to talk approximately it, and greive with you. fairly some people don't understand that dropping a puppy may be very tramatic and the non information makes the greiver sense much greater on my own and unhappy.

Because they're not used to seeing a lot of other people and dogs, they are not properly socialized. Get them out more, take them to classes and train them. They will get used to it.
