Simply wear pantyhose and drive the guys crazy! Really... women in pantyhose always look more sophisticated and elegant in ALL situations summer or winter. Plus if you get graduated compression pantyhose they will prevent varicose veins in the future and give you energy the entire day. Athletes are wearing them for that purpose (male and female). They are not out of fashion! DO WEAR THEM WITH SHORTS! It's OK and is a hot look!

Vitamin C & E creams works well for scars lightening.. Aloe vera too... sometimes i will also apply commercial whitening creams on scars.. SPF or sunblock is also apply ..
sometimes i cheat by putting concealers or tinted moisturiser to reduce the appearance.....however, it does not last... and is temporary.....
funky stockings are in fashion in some countries... not a good suggestions.. but you can consider...

Vitamin E works wonders. Get the capsules and poke a hole with a pin. The squeeze out the gel and put that on your scars.

Wear longer skirts is one option. They still provide a nice cool breeze like a short skirt does.

I, personally, NEVER wear shorts anyway. Any women's shorts you find are just denim underwear and are very uncomfortable. So you're better off without them.

well as far as skirts, you could always wear long skirts or wear colored tights/hose. as for shorts, you might not be able to wear them unless you can overcome your self-consciousness about your scar. yes, there are ways to reduce or remove the scar as well. (vitamin e is good, and of course surgery).

Mederma for scars or plastic surgery. This is probably a very obvious answer.
