Try a dental school. It is a pain, time consuming but they do very nice work for a very, very reasonable price. (I am from baltimore and have used university of maryland dental school)

No one does it for free and if anyone offers RUN AWAY FROM THEM because they do not know what they are doing.
You could visit a dental college near you and have the work done for a small fraction of the cost it would be at a private dental office. Look up all the local colleges in your area and check to see if they have a dental program, chances are they also have a dental public clinic.

Because dental insurance can be expensive I would recommend a discount dental plan. Companies wont do pro bono if it is for cosmetic reasons. you would have to get on a tv show for that. you can see if they have soe kind of payment plan they can offer you. If you are not working and have no income, your smile should be the last on your to do list. call around to local denists and see if they can refer you.

check around do the work, almost all cites have a public health center that dose not charge.
