I don't think getting kids clothes for Christmas is very fair. Clothes are a necessity..and Christmas presents shouldn't be things you need--they should be things you want.
Stick with toys. For the 2 yr. old, a play kitchen sounds like fun! You could get her a play kitchen, play food, play pots & pans, etc. Maybe a baby doll, a doll house, puzzles, a bouncy horse (they come on springs and you sit on them and bounce), or even an easy board game.
For your 7 month old, it shouldn't be that hard considering she doesn't even realize what's going on. A play gym, crib toys, stacking cups, peek-a-blocks, a soft baby doll, or books to read to her.

For a two year old if she likes dolls- the baby alive and a graco stroller for the 7 month on any of the baby lamaze toys are great and if you want to get some thing for when she is a bit older I forget the name of it but it's a Zebra they can sit on and it bounces ( I just got one for my youngest daughter Walmart $34,00)

I think those learning games like leapster, baby einstein, etc. are great gifts for children. Also just go by the dollar store and pick up a few small silly little toys. They will love them, and so what if they break them, lose them, or lose interest, you only paid a dollar. Merry Christmas!
ps be sure to take lots of pics, they're only that small once

Clothes is always a good thing to get especially at that age ause they don't know. But also get a few toys, for them to play with. There still young there not going to pay attention to how much they get or what it cost. Merry christmas

Nohing wrong with practical gifts...how about a fun potty seat for the older one and (I know it's a little early) some sippy cups for the baby?

Small educational toys, stuffed animals, books you can read to them. Don't want to spend too much money, they expect more each following gift giving occasion, I'm being honest, have kids.Children enjoy gifts but need to learn to appreciate what is given to them, not demanding or expecting more.

WEEBLES! Weebles come in all different varieties and both kids would enjoy playing with them (assuming your youngest can sit up!)
