Try this question in "computer" section, not "automotive". You might get a better answer.

Yeah, make sure you put your question in the right section next time. You'll get better answers.

But, you should be able to do so if you make a user especialy the child on your computer. Make it the most limiting user possibly, the opposite of an administrator. Then that user should be unable to make any changes, like turning off the safe search option.

Certainly. You just say to the child "The options are not to be changed. If they are, you have lost access to the computer." If you find they are, unplug the computer and put the cord in your briefcase and take it to work with you if necessary.
