Honestly Had this same problem when I lived in an apt. They left their cat out all the time we ended up feeding it and taking car of it. If I where you I would just find the kitten a new home where it will be loved. Know one will know it was you. I am not saying take it and drop it off somewhere. But ask around I am sure you can find someone who would love it! We did this twice and they never got another cat! Good thing to because the first one had to have medical attention because of a cat fight. Hope this helps! There are just some people who should not have animals

I don't believe not putting on a flea and tick collar warrants kitten neglect. There are a couple of flea and tick things that you can buy from a vet that you place directly on the cat. They are: Advantage and Frontline. I know it is annoying and cumbersome to have to deal with an animal dodoing on your doorstep, but some cats won't use a cat box regardless how much you try to get them too. Cats actually enjoy being outdoors at night. They are a nocturnal animal and this is when they hunt for mice and rats and play with all the neighbourhood cats. Unfortunately, if you should call and turn her in from what you had said, it would be classified a nuisance complaint and nothing would probably ever be done about it.
If the cat is really really bothering you, no one says that you can't make the cat disappear. You can pick the cat up when she isn't looking and take it down to an animal rescue agency. Tell the rescue agency you found an abandoned cat and if the lady confronts you, you have not a clue what has happened to it. Unfortunately, this is a deceptive way of doing things, but it works.

Here in california a friend had a nieghbor just like that, in the Burbank area next to the foothills. The problem was solved one day when the cat disapeared and body parts were scattered around in the courtyard. Apparantly, an owl, hawk or coyote got the poor thing before the nieghbours did anything. As for the owner of the cat, nobody had the heart to tell her even though she was ignorant and abusive to it.Please do something before something bad happens to the little thing.

Bag the poop and give it back to her. Tell her that since she obviously doesn't take care of her cat, you can assume that it hasn't been to the vet and the poop can be infested with parasites which might be able to infect humans. Tell her that if she continues to allow "her" cat (and I use that term loosely because she isn't an owner in the true sense of the word) to roam freely and use the apartment complex as it's own personal toilet, you'll report her to the landlord.
I personally would take the kitten next time I saw it roaming and keep it, but that's just me.

Some people prefer to have outdoor cats. To me, it makes no sense, considering the obvious risks (predators, cars, poison, etc.). In an apartment complex, it's likely that someone is going to take in that kitten, and consider it a stray. This lady isn't going to end up having her kitten very long, if she doesn't absorb the general knowledge of caring for an animal.

Since you have already reported it to the landlord and he said to report it. Then call your local animal shelter and explain the problem to them, they would be a ble to tell you how to handle the situation.
New York has strict animal laws and they will be defiantly help you.
Don't be afraid to take that step.

I would hate to see the kitten go to the pound or shelter. Does your girlfriend live with you? If not, maybe she can take it to her place. Sounds like she likes cats. You will just have to be very careful and sneaky -- otherwise it will be you that is reported. If not, you don't have a choice but to report it to the authorities. No.1, it is unsanitary! No.2, if she gets out, she will die.

If you live in NYC, call the ASPCA, they have the animal cops division they will come by and leave a warning and make sure the animal is being properly taken care of. They will also leave your name out of it if you tell them. Another idea and see what the pet policy is in your lease copy it and stick it under her door.

I agree with Bob, but you need to call the Humane Society first. They will send a officer out to check things out. If they feel the kitten needs to be removed, they will and neighbor may have to appear in court for animal abuse/ neglect.

You should report it to the ASCPA. The ASCPA will send an officer to investigate, especially if you mention that the kitten is left outside in the cold all day. That's called animal cruelty.
