More often than not, guys prefer longer hair over shorter. Short hair isn't bad, but it needs to be a "young" cut, meaning that it shouldn't make you look like an old lady with a perm. While longer is better, if you want to go short, go with something edgy, something layered, something different.

I think it all depends on the person. Both the guy and the girl. There are some girls that look very nice with short hair and others that are more becoming in long hair. I personally like longer hair on girls.
