Not really. They are automatic boxes with manual override features. They're both noticeably slower than a manual when shifted manually.

VW has a manual that can be controlled automatically. Since it is a true manual, it shifts about as fast as a conventional manual in manual mode. In auto mode, it's indistinguishable from any decent automatic.

It depends greatly on the transmission, who produces it, etc. Some can be as fast as a manual trans. Trannys like ferraris F1 or BMW SMG have been proven to shift faster than even an expert manual driver, and provide an even faster launch, with their launch control systems.

In the normal tiptronics though, you do not have that benefit, it's really just for fun, or holding a faster gear through a turn. In this case a manual will launch and perform better.
