do you think it means stand around my desk staring at me for 15 minutes?

they could take it to mean: if it opens in 15 minutes, I will wait for it to open.

To me it means the shelf that holds the food will not open until the appointed time.
To some others it means "yes i have read the sign, but i am going to stay here to see if you are telling the truth" or "if i stand here long enough i may make you feel guilty enough to serve me"

Do you mean lunch isn't served until 1? My mom would always tell me when I was a kid that the "kitchen was closed" if I wanted something to eat after I had already eaten dinner.

Give them something to stare at- pick your nose or something. That might get them to leave.
