If a guy is semi friends to say an acquaintance with a girl. He plays with her emotions, meaning he's hot and cold with her. Why would he do this?

He wants to know how will you react with what he is doing. Maybe he likes you so, it's the way of him to know what do you think....

Some times guys do this to see how far they can go, it is a way of controling you, and if he is doing this, then he really doesn't love you, and if he doesn't, then he doesn't deserve you.
He is selfish, he cares only about himself, by this time you should have noticed it. May be he gets things his way at least most of the time even if you don't agree with him.
Now, having a boyfriend is a preparation for marriage, (sex is out of the topic, keep that 'til you get married) and if he is doing that now, when he can be dumped, can you imagine what he will do when he gets married? It will be far worst, he will be abusive.
On the other hand, he really needs psychological help or counseling, but don't try to help him trough a relationship, it never works that way. I don't think he has the right perspective in life. God Bless.

Without actually knowing the guy, I have to make my best guess.
He may be uncertain of her feelings and is "testing the waters". He does not want to make the first move for fear of rejection, so he wants to see if she's interested first. Or, he is waiting for her to make the first move.
