Hair is an insulator so thats why we get a spurt on hair growth, to keep us warm in the winter.

The only factors that affect hair-growth significantly are as follows:
1) Genes (and men get baldness from their mothers)
2) Diet (nutrition greatly affects tissue and cell growth. Vitamins may help increase growth efficiency).
3) Hormones - this can also be attributed to your genes. Thyroid imbalances can cause hair and nails and skin cells to grow extremely fast and sometimes not at all.

To answer your question:

Though it is a common misconception that your hair grows faster/slower depending on the season, the truth is: spring, summer, fall or winter have no direct affect on the hair. However, hair can grow faster when there is less sun present. Why? Because the excess Vitamin D provided by the sun exhausts the body, and slows down its natural functions. That is why you are so tired after a full day of laying on the beach. (Even though all you did was lay around).

Does that answer your question?
