The amount of energy that actually does the intended job compared to the total energy used. For example, only a small part of the electric energy in an incandescent light bulb gets converted to light; the rest gets converted to heat. In fluorescent lights, more of the electric energy gets converted to light and less to heat than in incandescent bulbs, so they are more efficient.
