ignore him when he does it, even telling him no is giving him some sort af attention and he needs to know that no attention will ever be given for barking.

I own a Bulldog too. When he's outside barking, which I hate it! I always call him to come inside. I don't want to be one of those neighbors that piss's the hole block off.
One thing you have to remember that dog's communicate with their barks as we do with our voices. So if you yell at your dog to stop barking. He's thinking hey.....He's barking too. So I guess I'm being a good boy because my owners making loud noises too.
I find too that my dog always barks when the other dog's bark in the neighborhood. Well when that happens, he does not go outside. Sometimes he'll bark in the house cause he wants to go outside and bark too but they don't always get their way!

Play with him a lot, keep him busy and tired from doing things (not bored), keep him indoors, where he can't see outside, even enclose an area where he can stay and calm down with no distractions.

Use a squirt bottle.Every time he barks for NO reason, "Squirt him".He'll get it before too long.You have to be consistent though.

Tape his jaws together.
