You have to put the chocolate in a double-boiler. Put a pot of water on the stove and bring it to a boil. Then put a metal mixing bowl on top with the chocolate in it. Start stirring it and the chocolate should start to melt smoothly.

If it's "chocolate" and won't melt, it's probably something you shouldn't be eating. Go back to the store and get another bag - something a little "fresher" that will do what it's supposed to do.
You should melt chocolate over a double boiler, or you can do it in the microwave: 15 second intervals, stir after each session. Once it's partly melted, you're done - stir the rest until it's fully melted together.

well it sounds like to me that you got an off brand, you should have gotten Hershey's. But in any case that you did, you may want to get a pot with about a cup of water in the bottom, place a metal bowl or smaller pan inside of the pan that the water is in, turn it on, let the steam of the water do the melting for you. it works and you will not have burnt chocolate in the bottom of your pan.

Tun the heat up a little. It's best to boil water and use another pan with the chocolate in it and put that pan over the hot water to melt it though.

Add a little bit of Warm milk- like a teaspoon per bag of chocolate chips, and make sure that you are stirring constantly. This should take care of the problem. Good luck!

You probably got liquid in the chips. This causes them to seize up.
Nothing you can do can fix it.
Start over.
