I have very thin/limp hair that generally will not hold a curl. I have found the best way to get some volume and loose curls is with hot rollers. If I want the curl to really stay I will use some mousse, but even without it the curl will hold for a little bit, and the volume will stay all day (and it will still look really cute after the curls fall out).
Another method that I have found especially good is using two round brushes while blow drying my hair. I dry one section with the round brush and once it is dry, I roll the round brush all the way up my hair so it sticks and leave it there while I dry the next section with the other round brush. This acts about the same as a hot roller because the metal in the round brush will get hot and it will curl your hair while it is sitting there. Because you are able to get so close to your head with the brush it volumizes the roots a lot.

If you just want loose curls and your hair is thin enough that it curls easily, I think the best way is to towel dry it after showering, then twist it and put it up in a bun for a couple of hours. Don't forget to put some volumizing product in beforehand so that you get volume without the frizz when you take out the bun. This is how I curl my hair when I don't have time to use a curler. Get some soft clean rags, cotton ones work best, in a woven fabric, not a knit fabric. They should be maybe 6-8 inches long and 2-3 inches across. You should have enough to do your whole head, maybe 25-30 depending on how long your hair is and how tight you want the curls. Then wash your hair and either dry it a little, or wait till it dries to a damp state. Then roll up sections of your hair onto the rags, starting at the ends and ending close to your scalp. Finish drying with a blow dryer or let it dry on its own. When your hair is completely dry, including the rags (this will take a while), take out all the curls, run your fingers through to loosen them a little (DO NOT BRUSH) and then spritz with some hairspray.

If you had included a picture it would be easier to answer your question. I am a licensed cosmotologist. I am thinking a BODY ONLY PERM WOULD BE THE EASIEST WAY, PLUS a good stylist that knows how to cut and teach you to stlye your hair. You maybe recommented a volumizeing shampoo, I do not recommend this, as it blows up the cuticle of the hair up and this may make the hair break, in most cases it makes the hair tangle very mad.It is better to add A body ONLY PERM , and maybe a few highlights; done with the foil method,Not pulled througha cap ( by a really good color stylist) Colour adds body and volume and if done correctly with a very good product, colour does not damage the hair, but will condition it.( be sure to use the professional products from the shop and not off the shelf; walmart,etc... Check in your area for the most educted stylist in this area, look in the shop for deplomas and certificates of schools and ASK FOR REFERENCES; IT IS YOUR HAIR AND YOU HAVE THE RIGHT TO KNOW ALL YOU CAN ABOUT A STYLIST'S EDUCATION, AND LATEST CLASSES HE OR SHE HAS TAKEN AND ABOVE ALL CHECK OUT THE OTHER CLIENTS IN THE SHOP EVEN IF YoU HAVE TO GO AND SIT AND JUST LOOK. YOU WILL BE SURPRISED WHAT YOU WILL SEE. If you see bad hair cuts, colour, etc... DO NOT WALK, BUT RUN !

I have had thin, baby fine hair all my life, and HATE it with a passion, runs in our family , this is what I have had to do. An option for you, but I have always colored my hair, not really because I wanted to but because it gave it volume, then, after washing my hair I let it dry to damp, part and section for rollers, apply a volumizing foam and then a volumizing jell over that and roll into medium or wide curlers, I have to have at least this much to give my hair some thickness, the longer it drys on the roller, the better, sometimes I will apply blow dryer to speed up drying time. I also rat my hair for extra volume, a conditioner always makes my hair go limp. Good Luck.

Working with WET hair, take two strands of hair and twist them separately in the same direction, from root to tip. Twist them so much that the strands almost can't be held straight anymore.
Keep the twisted strands taut and then twirl the two strands around each other in the opposite direction (without untwisting the individual strands).
They should resemble a rope.
Continue doing this in sections all over your head. After it dries and sets, remove the elastics and loosen the strands with your fingers. Use hairspray to hold the style if desired.
Some people wear their hair in the twists all day and have their style ready for an evening out. Others wear their hair to bed in the twists and style it in the morning.
Tiny twists, make tight, tiny curls, larger twists make big loose curls.

I don't know how to make Shirley Temple curls without a hair curler, but if my hair is straight one night, I can wake up with wavy hair easily just by making a few braids the night before.
There is also a variety of curling shampoos available in maybe every drugstore possible. Maybe those will help to keep your curls. Or you can use styling mousse or something.

It depends on how much time & effort you care to put into it.
Have you ever heard of pin curls? This is how the ladies of yesteryear used to curl their hair in the 20's & 30'3. Just get a slew of bobby pins, wet your hair, and take a small section @ a time (amount depends on how much curl you want), twist it in a spiral w/your fingers,then coil it in a circle on your head, place a bobby pin in it to hold it to your head, put another one in the opposite direction as if you are making an X. and repeat w/each section until you get all of it pinned to your head. You could buy a curling gel like dippity doo to really add the" bounce". It also depends on how long your hair is. If you dont have time to sleep on it, you could use a curl activator and blow dry it carefully.
Maybe you have an older relative, grandma-aunt? That you could ask about "pin curls". Hope this helps~

Maybe yo can try a Perm. Then squeeze your hair all you can up and down any way you think making the curls would be better, or if you dont know how to do it, go to the beauty salon they'll do it wayy better. Take Care. Apply 'wella high hair curl energy mousse' on to wet/or damp hair,
braid hair, french braid it or just the normal plait. Make sure the braids are tightly done, so over night they won't come out or anything like that. In the morning or whenever you want, take the braids out, leave it just as it is for more detail, or lightly run your fingers through hair for more loose curls. Hope this helps Hun
