If you're taking the Beltway, the earlier the better. I don't understand how both directions can get so badly backed up.

It'll take you about 4.5 hours driving, so you figure if you leave around 6 you can immediately leave the D.C. area. In Maryland and DE it's pretty quiet, so that'll be alright.

Depending on my experience, all hours of the day the Lincoln tunnel is slightly less backed up than the Holland tunnel. If you leave at 9.30, you figure to get to exit 14C (HT) around 2. If you have EZ-Pass, it's a breeze, otherwise it's a wait. Same with the Lincoln.

Speaking of which, if you're going to Brooklyn, I suggest avoiding the directions they have for you going through manhattan and taking the midtown tunnel. Instead take the Verrazano (exit 13) - in my experience it's faster to take the Staten Island Expressway to Brooklyn or Queens than to cut across Manhattan.

If you're driving, leave before 6 or after 10. Leaving at 6:30 puts you in the middle of other major traffic jams further up the road; you want to be north of Baltimore before 7 or so to avoid the mess there, too. Leaving at 6:30 or at 9 will both make for a long, difficult trip.

If you are driving, I would say leave earlier so you can try to beat the morning rush hour traffic.

If you are flying or taking a train, I would say leave later because most hotels don't let you check in until after 2 or 3pm anyway. Plus, during this time of year it will be impossible for any hotel to accomodate a request for early check in.
