If you want to get a child to sleep through the night you sure don't want to feed it just before going to bed or he will sure be up and about most of the night. Your stomach, just like his, needs time to rest or will not let you sleep that well. Warm bath before bed would be good but if possible put him in anohter room from the sibling so when he does wake up he can see you are not coming so he will go back to sleep as you stated. If that is not possible, make a bed in the living room where it would not matter if he cried some and wean him off you coming. come for the first couple of days but wait longer each time. First make it 5 minutes, next night 10 minutes, next one 15 and the next let him cry it out. then in the morning make a big fuss over him to show him you still love him. Within a week you should see a sleeping child that has no more problems.

DO NOT GIVE HIM MILK TO GO TO BED WITH! That will decay his little teeth. If anything, let him take a sippy of water with him. Develop a night time pattern that you can stick with so he knows what's coming every night. My daughter has "kitty pillows" that she sleeps with and keeps in the playroom with her during the day. At night time, after her bath, we ask her to get the kitties and meet us in her room. We have a sippy cup of water ready for her and let her turn out her lights. Unless she's ill, we have no problem with her falling asleep.
If that does not help, maybe think about letting him sleep in a different room for a couple more months until he's over crying before bed.

dont do what the guy above me said that is stupid.... give your child food before bed always right before bed then a nice warm bath and then lay them in bed with some nice warm milk all of those should do the trick by themselfs or all togeather
