Yes, but be sure to cook to 160 degrees to kill all those bacteria that are thriving on the surface of your meat.

It can be refrozen but when thawed again it should really be used in a stew or casserole or something of that nature. It will lose many of its original qualities, including tenderness and texture but if your not using it as a steak it should be fine. Just remember to never leave it out in the TDZ for more than four hours, preferably no longer than two.

It's REALLY not a good idea. It needs to be either cooked, or refrigerated.

Meat/poultry that is refrozen might suffer some quality loss as moisture may be lost during thawing.

Also, the bacteria that grows on the meat will not be killed when it is refrozen.

Yes you can refreeze meat after it's been thawed as long as you are going to use it with end a couple of weeks if you wait to long it will freezer burn and taste funny. If you want a steak to be real tender you let it thaw then refreeve and thaw out again within a couple of days. That breaks down the meat and makes it more tender. That's what restaurant's do when they sell you an expensive steak

It can be, but you'll compromise the quality and texture. If it's ground meat, it won't affect it as badly. It would be better to cook it and then freeze the cooked meat.

depends on how long u kept it out two days is fine and yea u should be fine to do so but watch out from frost bite
