labor intensive work you don not know what You are getting so don't be cheap. You should be able to decipher by now after seeing a couple of competitors.

Make a deal with them that you will pay 70,000 this year and the remaining 19,000 next year when you can put the rest in the budget or put it out for bid for someone that can get the cost down within your budget.
