something small, inexpensive, and something that has meaning... if he has everything, then make him something yourself... say maybe you make a picture frame, and put a picture of the two of you in it? depends on the guy.
myself, i'd be happy if me and my girlfriend spent 20 bux on each other, then spent time together...

Make him something from you...a coupon book with coupons to redeem to you...a cd of his fav songs or ones that remind you of eachother is fun...
